¹And it came to pass that ADONAI drew forth a scroll bound in threads of gold, and SATANAS a scroll sealed in obsidian wax.
²The scrolls were laid upon the Judgment Seat, and the Brothers broke the seals and opened them together, even as one opens the gates of a new world.
³Then ADONAI spake, saying, Behold the mystery which hath been hidden until this hour: a new realm shall be formed between Ours.
And SATANAS said, A third realm, not HÆVAN nor HÆL, but a land wherein both light and shadow may dwell together.
The name thereof is not yet spoken, for the council shall give it breath, and its voice shall be the first word in that place.
It shall not be lesser than HÆVAN, nor greater than HÆL, but different, and set apart for a purpose high and perilous.
For therein shall dwell a new people, not Seraphim, nor Dæmons, but children of clay and breath and choosing.
ADONAI declared, They shall be made of soul and flesh, of will and weakness, and their glory shall be to grow.
SATANAS affirmed, And they shall know both Our likenesses, and walk in freedom, and rise or fall by their own measure.
¹⁰The people heard, and their hearts were stirred with awe, for no such thing had been conceived before that day.
¹¹Then the Brothers said together, The council shall shape the laws of this realm, and its making shall be done by voice and vote.
¹²Let no hand form it alone, neither Ours nor thine, but all according to the will of the thirty gathered.
¹³And all matters concerning this third realm — its bounds, its days and seasons, its peoples and tongues — shall be judged by the council.
¹⁴ADONAI continued, No decree shall stand save it be affirmed by at least twenty voices, not less.
¹⁵SATANAS added, Thus is wisdom preserved in counsel, and folly stayed by the weight of many minds.
¹⁶Let no realm hold mastery over the new, but let it grow beneath the eye of all, nurtured by justice and foresight.
¹⁷And the Seed shall be sown therein in time, when the council seeth fit, and the ground is judged ready.
¹⁸The Seraphim looked upon the scroll and saw justice; the Dæmons beheld it and saw vision; and both were satisfied.
¹⁹Then ADONAI said, Whosoever among thee desireth to aid in this great work, let them prepare their minds and hearts.
²⁰And SATANAS said, Let none join the labour for pride or gain, but only they who would serve a purpose greater than themselves.
²¹The scrolls were lifted again, and sealed anew with breath and flame, and a sign was placed upon them both.
²²That sign was a circle divided in twain, half burning and half shining, and in its midst a single unformed shape.
²³And the Brothers descended from the Judgment Seat and walked among Their peoples, blessing them with word and touch.
²⁴The Seraphim returned to their high places, and the Dæmons to their deep, each bearing wonder in their breast.
²⁵And the Causeway rang with hymns of strange joy, for a thing old as thought and new as breath had been begun.
²⁶In the days that followed, the thrones of the council were prepared, and the scrolls were placed in the Hall of Consideration.
²⁷And the Brothers withdrew for a space, to grant silence unto the realms, that the work might begin in peace.
²⁸Thus began the shaping of that which had never been before.
