¹And SATANAS spake unto the assembly, saying, The Seeds of Power shall not be scattered like chaff, but sown with great care.
²Therefore shall there be established a council, high and solemn, whose voice shall weigh all matters of great design.
³Fourteen of the Seraphim shall be chosen, and fourteen of the Dæmons likewise, of proven virtue and wise discernment.
These shall be called the Thrones of Counsel, and none shall sit among them save they be chosen by their kindred.
Their years shall be marked, and their terms set, that no seat grow stale nor power linger unwatched.
With them shall We also sit — ADONAI and I — bearing voice not greater nor lesser, but equal to the rest.
Thus shall the full number be thirty, and in the midst of Them shall rest a great stone, called the Judgment Seat.
Upon that stone shall all records of the council be graven, and every decision sealed in truth.
ADONAI then said, Let no pride enter this chamber, neither from wing nor from horn, but let each speak as servant to the Cause.
¹⁰For this council is not to rule the realms already made, but to watch over that which shall yet be.
¹¹The council shall weigh the granting of Seeds, and shall judge the bearers, and shall decide the courses of the new creation.
¹²And all things done by its voice shall be set down and witnessed, and its decrees shall stand unless overturned by sacred means.
¹³The Seraphim murmured not, for they saw in this order the light of wisdom.
¹⁴And the Dæmons raised not their voice, for they saw in this balance the strength of equity.
¹⁵From this time forth shall the governance of new things be shared, not seized, not hoarded, but wrought together.
¹⁶The council shall not command thee in thine own realm, but only where Our joint purpose is sown.
¹⁷In the day of strife, let them seek consensus; and in the hour of doubt, let them pray before they speak.
¹⁸Thus shall the Seeds be planted not in haste but with forethought, and the roots thereof shall be deep.
¹⁹ADONAI and SATANAS then sealed this word with gesture and oath, and the pillars of the hall burned with quiet fire.
²⁰And the people bowed in assent, for they perceived the great thing that was begun before them.
