¹And after the Oærth was made, and filled with all manner of living things, the council was again called to assembly.
²For the realm stood silent of voice and thought, awaiting a people who should name the works of the Brothers.
³Then the Fourteen of HÆVAN and the Fourteen of HÆL sat together with ADONAI and SATANAS in the midst.
⁴And it was given them to determine all things concerning the people that should walk upon the face of Oærth.
⁵They spake not hastily, nor did they move in wrath or haste, but gave ten years to counsel and reflection.
⁶For Oærth was fair and full, but the people thereof must be fashioned with care, lest they defile what was given.
⁷The Seraphim considered wisdom and light, and desired that the new people should incline unto law and wonder.
⁸The Dæmons considered strength and freedom, and desired that the new people should strive and contend and overcome.
⁹And the Brothers heard all things and judged them not, but kept record of every voice, for naught was without merit.
¹⁰They debated the form of the people, whether they should be winged or crawling, scaled or furred, tall or small.
¹¹A Seraph councillor spake, saying, Let them be upright, that they may see the skies and walk with dignity.
¹²A Dæmon councillor said, Let them be of sinew and of bone, strong to shape their world and to endure it.
¹³And the Brothers nodded, for both were well spoken.
¹⁴Then arose the question of number: whether they should be many as the locust or few as the lion.
¹⁵And it was resolved that they should be many, that the Oærth not lack voice nor be ruled by silence.
¹⁶And of lifespan they spake: whether these people should live as stars or as shadows, long or short upon the land.
¹⁷A Seraph councillor said, Let them live long, that they may learn wisdom.
¹⁸A Dæmon councillor said, Let them be short-lived, that they may burn bright and seek fervently after meaning.
¹⁹And it pleased the council that the span of their days be in the middle, neither brief nor unending.
²⁰Then did they consider the spirit, whether it should be fixed or free, single or manifold, silent or crying out.
²¹The Dæmons called for fire in the blood; the Seraphim for light in the eyes; and both were granted.
²²And the heart of the people was fashioned to be deep, and their mind wide, and their will potent.
²³Then did they shape love and wrath and mercy and envy, and set them as rivers within the soul.
²⁴And they spake of hands to make, and lips to speak, and eyes to behold, and skin to feel the world.
²⁵They agreed upon joy and sorrow, upon hunger and satisfaction, upon birth and death and that which lies between.
²⁶And after ten years, the scrolls were full, and the form of the people complete in counsel.
²⁷Then the Brothers rose from Their seats, and the council fell silent, for the time of shaping was at hand.
