¹And it came to pass that Bezaliel, the Hælagion of HÆL, rose from the Seat of Ember and took counsel within.
²For the Oærth turned, and the new realm quickened, and the Sons of Men began to grow in number and thought.
³Likewise Michæl, the Hævanagion of HÆVAN, from the Pillar of Dawn descended, bearing the Seal of ADONAI upon his breast.
⁴And Bezaliel and Michæl met upon the great Causeway, midway between flame and cloud, where the Hall of Consideration stood.
⁵The Hall was of neither HÆVAN nor HÆL, but carved from the stone of the first mountain, raised when the time of Oærth began.
⁶Within its halls no light held dominion, nor shadow, but both danced in equal measure upon the marble floor.
⁷There the Hælagion and the Hævanagion sat, and spake one unto the other without wrath or guile.
⁸Bezaliel said: Lo, the Sons of Men are born of our making, and walk upon the world with strength and wonder.
⁹Yet though their flesh is dust and breath, within them burneth the spark of eternity, and we are drawn to them.
¹⁰Michæl answered: Yea, and therein lieth the danger; for should we draw near in power, they shall be torn asunder.
¹¹For how shall the reed survive the tempest? Or the candle burn amid the whirlwind?
¹²Then said Bezaliel: Shall we then refrain? Shall we withdraw our hands, lest we mar what hath begun in beauty?
¹³Michæl replied: Not refrain, but temper; not withdraw, but guide unseen. Let us be stars, not suns, in their sky.
¹⁴Let them grow by striving, not by decree; by wonder, not by certainty; by seeking, not by chains.
¹⁵Bezaliel considered, and his countenance was grave. He said: If thou speakest thus, then we must make accord.
¹⁶For if one of us draws near while the other abides afar, the balance shall tilt, and the whole be undone.
¹⁷Michæl nodded, and the wind stirred in the pillars of the Hall. He said: Let us then bind ourselves by vow and word.
¹⁸That we shall not walk openly among them, nor take rulers from their kind, nor make our thrones upon their hills.
¹⁹But shall whisper in dreams and visions, and stir hearts in silence, and shape the course from afar.
²⁰Bezaliel said: Yea, and our children, Seraphim and Dæmons, shall not contend upon the Oærth, nor take to them flesh.
²¹Neither shall they declare their allegiance in the tongues of Men, nor make miracles to sway the people.
²²And we shall make no House of Worship among them, neither forge temples in our name, nor demand oblation.
²³But the Oærth shall be theirs, and the years also; they shall rise and fall by their own will.
²⁴Then Michæl raised his hand, and a scroll appeared, wrought of wind and fire, and words formed upon it in flame.
²⁵Bezaliel took up a quill of ash and light, and with ink made of silence, wrote the terms they had spoken.
²⁶And the writing glowed with a breath of holiness, neither Seraphic nor Dæmonic, but true.
²⁷Let this be the Great Pact, said Michæl; for we shall watch and not govern, observe and not command, influence and not control.
²⁸Bezaliel said: And let it be sealed upon the Causeway, between flame and cloud, and known in both realms.
²⁹Then they stood, and set the scroll between them, upon the Altar of Accord that lay in the Hall’s heart.
³⁰And the pillars of the Hall shook not, nor did the skies roll back, but a hush fell upon all that was.
³¹And thus was the Pact made ready, waiting only for the assent of the Brothers and the Creators of All, ADONAI and SATANAS.
